Quarry Creek

The Quarry Creek Shopping Center is a retail development center located at the north­western corner of College Boulevard and Marron Road in the City of Oceanside. This commercial campus of land contains 10 par­cels residing on 57.95 acres. The north side of the project is bounded by Buena Vista Creek and El Salto Falls and had a history of flooding and bank failure. On completion of the proj­ect the major retail tenants include Wal-Mart, Kohl’s, Albertson’s as well as Wells Fargo Bank, a Chevron gas station, PetSmart and Round Table Pizza.

O’Day Consultants prepared and obtained ap­proval for the tentative map and also prepared the final engineering plans. The plans consisted of a precise grading plan, paving and utility plans, public water plans and a special plan for a keystone retaining wall.

In spite of the site being located on an old rock quarry, this project required much coordina­tion between the City of Oceanside and the Consultant Team. A final Environmental Impact Report (EIR) was submitted before the proj­ect could move forward. O’Day Consultants played an integral role in support of the EIR and provided the deliverables associated with all civil engineering and surveying. Work includ­ed meetings with all subconsultants and key stakeholders, boundary and topographic sur­veys, tentative maps, streetlight plans, grading and wall plans, final maps, construction staking and ALTA surveys.

Of particular note was the design and construc­tion of a levee and flood wall bordering Buena Vista Creek, the main drainage course for large portions of the Cities of Vista and Oceanside. The flood protection system was processed through FEMA during design and FEMA-certi­fied after construction. Additionally, the wid­ening of College Boulevard from Plaza / Haymar Street south, to Carlsbad’s city boundary was included in this project as well as a new 1,700-foot road west of College used for access to the shopping center lying north and south of the new road.
